We are looking to incorporate a Senior Consultant in Public Procurement, with a hybrid profile between the technical side and project management, whose main challenge will be to support public and/or private clients in the design, preparation, and execution of public procurement procedures, providing technical rigor, strategic vision, and excellence in execution, as well as contributing to business development and team coordination.

The person joining will play a key role in operational and technical support for contracting authorities and/or potential bidders, collaborating on strategic planning, preparation, execution, and monitoring of procurement files, as well as on the associated economic and budgetary control, ensuring compliance with public procurement regulations and clients' internal procedures.

Public Procurement Support

  • Support and guidance in the preparation of administrative clauses, technical specifications, and documentation associated with public procurement procedures
  • Preparation and review of the documentation required for tendering public procurement procedures, especially open procedures, as well as other lower-scope and lower-complexity ones (minor contracts, simplified procedures, etc.)

Procurement Planning

  • Support for strategic monitoring of the procurement calendar, contributing to the planning and coordination of files to ensure compliance with key deadlines and milestones, as well as the definition and monitoring of associated indicators
  • Coordination with the different units involved in the procurement process to ensure a proper definition of needs and an orderly execution of the files

Economic and Budgetary Management

What do you need to know?

  • Minimum experience of 5 years as a specialist consultant in public procurement, with involvement in tasks related to the preparation of procedure documentation, strategic procurement planning, and associated economic and budgetary management
  • University degree in the field of Social and Legal Sciences (Law, Business Administration and Management, Economics, Political Science, or similar). Degrees in Engineering, Architecture, or similar fields, as well as in ICT, will also be valued
  • Solid knowledge of public procurement regulations and their practical application
  • Strong analytical skills, technical rigor, autonomy, and results orientation
  • Good communication and collaborative working skills with different stakeholders
  • Advanced level of Catalan (C1)
