Your main mission will be to ensure the correct identification, download, and preparation of the administrative documentation required in public tender processes, guaranteeing that the company complies with legal requirements, administrative specifications (PCAP), and the solvency criteria required.

What you'll do

📋 Your responsibilities:

  • Platform Management and Monitoring: Daily tracking, filtering, and downloading of contracting files from the Public Sector Contracting Platform (PLACSP), Adif, Ministries, Regional Governments, City Councils, and private client platforms.

  • Technical-Administrative Analysis: Thorough reading and breakdown of the Administrative Clauses Specifications (PCAP) and Technical Specifications (PPT) to extract mandatory compliance checklists.

  • Documentation Preparation (Envelope A): Completion, editing, and signing of the European Single Procurement Document (ESPD), responsible declarations, tender annexes, and management of temporary business consortiums (UTE) if required.

  • Validation of Solvency and Authorizations: Verification and internal calculation of the economic and technical solvency requirements.

  • Electronic Submission and Tracking: Formal preparation of digital files, uploading and timely submission of bids using electronic tendering tools. Handling clarifications, documentation requests until the award

What we're looking for

🎯 Requirements:

  • Higher Vocational Training in Administration and Finance, Executive Assistance, or a University Degree in Law, Business Administration, Public Management, or a related field.

  • Regulatory Knowledge: Knowledge of the Public Sector Contracts Law (LCSP), especially regarding procedures (open, simplified, restricted), tender phases, and aptitude/solvency criteria.

  • Advanced proficiency in electronic signatures, digital certificates, and fee/guarantee payment gateways when applicable.

  • Proficiency in the official ESPD editor (European Commission online service / PLACSP).
    Proficiency in Microsoft Office Suite.

  • Demonstrable experience performing identical functions in construction companies, service firms, consultancies, or offices specialized in public procurement.
