Operations Director

🙌We are looking for an Operations Director for the new Jaén Tram service!🙌

🚀 Your mission will be to direct the overall operation of the service to ensure the success of the contract and to consolidate a relationship of maximum trust with the Single Manager and the Administration. Lead and inspire the staff to achieve the highest standards of quality and safety, ensuring impeccable management and transparent communication in the event of any eventuality.

• Permanent coordination with the Single Manager and the Administration to ensure that the operator's performance contributes to the success of the launch of the Jaén Tram System and its correct subsequent operation.

• Participation in the joint debate and analysis with the Single Manager and the Administration on possible modifications to the operating plans included in the terms of reference, both in regular services and in special operations (Christmas, Easter and other events).

• Ensuring compliance with the contractual obligations of your department, in terms of service provided, quality, execution deadlines and delivery of reports.

• Coordination of the activity and objectives of the different departments, ensuring the alignment of intra- and inter-departmental actions with the strategic objectives of the system.

• Establishment and leadership of periodic meetings with the Single Manager and the Administration, departmental managers and relevant stakeholders, in order to ensure compliance with objectives in terms of:

  o service reliability,

  o punctuality according to the announced schedules,

  o customer service,

  o passenger safety,

  o safety at the interface with road traffic and pedestrians.

• Validation, coordination and monitoring of the Operational Project, negotiation and relationship with trade unions, in coordination with the company's strategy.

• Management and processing of labor law files, in collaboration with legal and human resources services.

• Critical analysis of the indicators obtained and definition of action plans aimed at continuous improvement of the operator's performance.

• Ensure the preparation of reports by area on a monthly, quarterly and annual basis.

• Review and approval of the periodic operation reports that must be sent to the Administration in accordance with the terms of reference.

• Preparation of reports to the shareholder, providing relevant information on the operation, performance and achievement of objectives.

• Integral management of the procurement of supplies and services, including, among others: consultants and auditors, insurance companies, uniform suppliers, cleaning services and security and surveillance services.

• Supervision of the contractual compliance of suppliers and the correct provision of the contracted services.

• Ensure the correct launch and operation of the Jaén Tram System, ensuring its full operation and in accordance with the required standards.

• Ensure compliance with the terms of reference and contractual obligations, especially in terms of service quality, safety, punctuality, deadlines and reports.

• Act as the main operational liaison with the Single Manager and the Administration, coordinating actions and participating in the adaptation of operating plans when necessary.

• Ensure the coordination and alignment of the operational departments, guaranteeing the coherence of intra- and inter-departmental actions.

• Ensure compliance with operational and service quality objectives, including reliability, punctuality, customer service and safety in all its dimensions.

• Ensure operational planning, including the validation and monitoring of the Operational Project and special service plans.

• Ensure adequate planning and management of operational human resources, as well as labor stability through negotiation with trade unions.

• Ensure the correct implementation and use of the incident and quality management system, as well as the reliability of performance indicators.

• Promote continuous improvement of operational performance, through the analysis of indicators and the definition and monitoring of action plans.

• Be responsible for the economic-operational management of the area, including the procurement and supervision of suppliers, and the validation of operational reports directed to the Administration and the shareholder.

📚A Degree in Mechanical Engineering or related field is required. A Master's in Management or similar will be valued.

Additionally, experience of around 10 years in the management and operation of public infrastructure is required, of which at least 4 years in the operation area of metro, light rail or trams.

Additionally, you must have knowledge of office tools (Microsoft Office 365) and of railway infrastructure operation programs

🚀 Tu misión será dirigir la operación global del servicio para asegurar el éxito del contrato y consolidar una relación de máxima confianza con el Gerente Único y la Administración. Liderar e inspirar al personal para alcanzar los más altos estándares de calidad y seguridad, garantizando una gestión impecable y una comunicación transparente ante cualquier eventualidad.

• Coordinación permanente con el Gerente Único y la Administración para garantizar que el desempeño del operador contribuya al éxito de la puesta en marcha del Sistema Tranviario de Jaén y a su correcta explotación posterior.

• Participación en el debate y análisis conjunto con el Gerente Único y la Administración sobre posibles modificaciones de los planes de operación recogidos en el pliego de condiciones, tanto en servicios regulares como en operaciones especiales (Navidad, Semana Santa y otros eventos).

• Aseguramiento del cumplimiento de las obligaciones contractuales de su departamento, en cuanto a servicio prestado, calidad, plazos de ejecución y entrega de informes.

• Coordinación de la actividad y los objetivos de los distintos departamentos, garantizando la alineación de las acciones intra e interdepartamentales con los objetivos estratégicos del sistema.

• Establecimiento y liderazgo de reuniones periódicas con el Gerente Único y la Administración, responsables departamentales y partes interesadas relevantes, con el fin de asegurar el cumplimiento de los objetivos en materia de:

  o fiabilidad del servicio,

  o puntualidad conforme a los horarios anunciados,

  o atención al cliente,

  o seguridad de los pasajeros,

  o seguridad en la interfaz con el tráfico rodado y los peatones.

• Validación, coordinación y seguimiento del Proyecto Operativo, negociación y relación con las organizaciones sindicales, en coordinación con la estrategia de la empresa.

• Gestión y tramitación de expedientes de derecho laboral, en colaboración con los servicios jurídicos y de recursos humanos.

• Análisis crítico de los indicadores obtenidos y definición de planes de acción orientados a la mejora continua del rendimiento del operador.

• Asegurar la elaboración de informes por área con periodicidad mensual, trimestral y anual.

• Revisión y aprobación de los informes periódicos de operación que deban remitirse a la Administración conforme a lo establecido en el pliego de condiciones.

• Elaboración de informes al accionista, aportando información relevante sobre la operación, el desempeño y el cumplimiento de objetivos.

• Gestión integral de la contratación de suministros y servicios, incluyendo, entre otros: consultores y auditores, compañías aseguradoras, proveedores de uniformes, servicios de limpieza y servicios de vigilancia y seguridad.

• Supervisión del cumplimiento contractual de los proveedores y de la correcta prestación de los servicios contratados.

• Garantizar la correcta puesta en marcha y explotación del Sistema Tranviario de Jaén, asegurando su funcionamiento a pleno rendimiento y conforme a los estándares exigidos.

• Asegurar el cumplimiento del pliego de condiciones y de las obligaciones contractuales, especialmente en materia de calidad del servicio, seguridad, puntualidad, plazos e informes.

• Ejercer la interlocución operativa principal con el Gerente Único y la Administración, coordinando actuaciones y participando en la adaptación de los planes de operación cuando sea necesario.

• Asegurar la coordinación y alineación de los departamentos operativos, garantizando la coherencia de las actuaciones intra e interdepartamentales.

• Velar por el cumplimiento de los objetivos operativos y de calidad del servicio, incluyendo fiabilidad, puntualidad, atención al cliente y seguridad en todas sus dimensiones.

• Asegurarse de la planificación operativa, incluyendo la validación y seguimiento del Proyecto Operativo y de los planes especiales de servicio.

• Garantizar una adecuada planificación y gestión de los recursos humanos operativos, así como la estabilidad laboral mediante la negociación con las organizaciones sindicales.

• Asegurar la correcta implantación y uso del sistema de gestión de incidencias y calidad, así como la fiabilidad de los indicadores de desempeño.

• Impulsar la mejora continua del rendimiento operativo, mediante el análisis de indicadores y la definición y seguimiento de planes de acción.

• Responsabilizarse de la gestión económica-operativa del área, incluyendo la contratación y supervisión de proveedores, y la validación de los informes operativos dirigidos a la Administración y al accionista.

📚Se requiere Grado en Ingeniería Mecánica o afines. Será valorable Master en Gestión o similar.

Además, se requiere de una experiencia de unos 10 años en gestión y explotación de infraestructuras públicas, de los cuales, al menos 4 años en el área de operación de sistemas de metro, metro ligero o tranvías.

Adicionalmente, debes de tener conocimiento de herramientas ofimáticas (Microsoft Office 365) y de programas de explotación de infraestructuras ferroviarias
