Strategy Initiatives Technician AI (m/f)

The Strategy Initiatives Technician will work with the area manager on the deployment of the new strategic phase, providing analytical support, ecosystem insight, and execution capacity for key initiatives positioning the organization. Their mission will be to help turn available information into an AI diagnosis for the Basque Country.

• Support the preparation of the diagnosis on the state of AI in the Basque Country, including the collection, management, cleaning, and analysis of data and indicators, as well as the regular updating of information to provide an accurate overview of the evolution of AI in the region.
• Manage and structure databases, information sources, and strategic indicators related to the diagnosis, monitoring, and tracking of the ecosystem, ensuring their quality, traceability, and usefulness for decision-making.
• Support the design and monitoring of impact indicators, dashboards, and evolution metrics that allow assessing the progress of the organization and the ecosystem regarding AI adoption.

Monitoring, trends, and strategic analysis

• Support the monitoring system by tracking trends, competitive intelligence, and international technological developments.
• Curate and regularly disseminate relevant content—news, reports, and key signals—that provide the ecosystem with an up-to-date and actionable view of AI trends, risks, and opportunities.
• Provide criteria and support in the formulation of action plans, strategic recommendations, and initiatives to boost the ecosystem, based on the analysis of data from the Diagnosis, the outputs of the monitoring system, and engagement with key stakeholders.

Content creation and communications support

• Draft strategic and technical reports, guides, and outreach materials.
• Prepare presentations and communication support materials, adapting data, indicators, and messages to different audiences.

Ecosystem governance and dynamization

• Support the articulation and dynamization of stable governance and coordination spaces among public and private agents, aimed at activating the ecosystem based on data from the Diagnosis and monitoring.
• Coordinate with internal and external agents to facilitate idea generation, the dynamization of initiatives, and the traction of value propositions for the ecosystem.

It arises from cooperation between different institutional, business, and technological agents with the aim of driving the development and application of AI-based solutions. Its work focuses on facilitating innovation, boosting the competitiveness of companies and organizations, and contributing to economic and social progress through the responsible use of these technologies.

• University education - Bachelor's or Master's degree- related to business administration, technology, innovation, or related fields.
• 2-3 years of experience in technology, innovation, or strategy consulting, prioritizing attitude, judgment, and execution capacity.
• Proven experience in technology strategy or innovation, with the ability to work in environments that combine strategic thinking and operational execution.
• Ability to work with diverse data, indicators, and information sources, including their organization, analysis, and interpretation for the preparation of reports, proposals, and strategic recommendations.
• Knowledge of or interest in data visualization tools and dashboards, especially Power BI, advanced Excel, or other dashboard solutions for tracking indicators.
• Interest in AI, cybersecurity, quantum technologies, data governance, regulation, or emerging technologies, with specific training in any of these areas being a plus.
• Ability to translate data and indicators into clear, visual, and actionable messages for different audiences.
• Analytical capacity, structuring of content, and generation of proposals, with a focus on turning information into actionable recommendations.
• Proven ability to work with multiple stakeholders, generate ideas, drive initiatives, and provide strategic vision.
• Initiative, autonomy, energy, and operational flexibility, combining ambition, realism, humility, and an execution-oriented mindset.
• High level of English for tracking international trends, preparing reports, and engaging with external stakeholders. Knowledge of Basque will be positively valued.

El/la Técnico/a de Iniciativas de Estrategia trabajará junto a la responsable del área en el despliegue de la nueva etapa estratégica, aportando apoyo analítico, visión de ecosistema y capacidad de ejecución en iniciativas clave para el posicionamiento de la organización. Su misión será contribuir a convertir la información disponible -diagnóstico de IA en Euskadi.

• Apoyar en la elaboración del Diagnóstico sobre el estado de la IA en Euskadi, incluyendo la recopilación, gestión, depuración y análisis de datos e indicadores, así como la actualización periódica de la información para ofrecer una visión rigurosa de la evolución de la IA en el territorio.
• Gestionar y estructurar bases de datos, fuentes de información e indicadores estratégicos vinculados al diagnóstico, la vigilancia y el seguimiento del ecosistema, asegurando su calidad, trazabilidad y utilidad para la toma de decisiones.
• Apoyar el diseño y seguimiento de indicadores de impacto, cuadros de mando y métricas de evolución que permitan evaluar el avance de la organización y del ecosistema en torno a la adopción de la IA.

Vigilancia, tendencias y análisis estratégico

• Apoyar el sistema de vigilancia mediante el seguimiento de tendencias, inteligencia competitiva y evolución tecnológica internacional.
• Curar y difundir periódicamente contenidos relevantes -noticias, informes y señales clave- que aporten al ecosistema una visión actualizada y accionable de tendencias, riesgos y oportunidades en IA.
• Aportar criterio y apoyo en la formulación de planes de actuación, recomendaciones estratégicas e iniciativas de impulso al ecosistema, basadas en el análisis de datos del Diagnóstico, los outputs del sistema de vigilancia y la interlocución con agentes clave.

Elaboración de contenidos y soporte a comunicaciones

• Redactar informes estratégicos y técnicos, guías y materiales divulgativos.
• Preparar presentaciones y materiales de apoyo a comunicaciones, adaptando datos, indicadores y mensajes a distintos públicos

Gobernanza y dinamización del ecosistema

• Dar soporte a la articulación y dinamización de espacios estables de gobernanza y coordinación entre agentes públicos y privados, orientados a activar el ecosistema a partir de los datos del diagnóstico y la vigilancia.
• Coordinarse con agentes internos y externos para facilitar la generación de ideas, la dinamización de iniciativas y la tracción de propuestas de valor para el ecosistema.

Organización para el fomento de la inteligencia artificial. Surge de la cooperación entre distintos agentes institucionales, empresariales y tecnológicos con el objetivo de impulsar el desarrollo y la aplicación de soluciones basadas en inteligencia artificial. Su labor se centra en facilitar la innovación, potenciar la competitividad de empresas y organizaciones, y contribuir al progreso económico y social mediante el uso responsable de estas tecnologías.

• Formación universitaria -Grado, Máster o Licenciatura- vinculada a ADE, tecnología, innovación o sectores relacionados.
• Experiencia de 2-3 años en consultoría tecnológica, innovación o estrategia, priorizando actitud, criterio y capacidad de ejecución.
• Experiencia contrastada en estrategia tecnológica o innovación, con capacidad para trabajar en entornos de reflexión estratégica y ejecución operativa.
• Capacidad para trabajar con datos, indicadores y fuentes de información diversas, incluyendo su organización, análisis e interpretación para la elaboración de informes, propuestas y recomendaciones estratégicas.
• Conocimiento o interés en herramientas de visualización y cuadros de mando, especialmente Power BI, Excel avanzado u otras soluciones de dashboards para seguimiento de indicadores.
• Interés en IA, ciberseguridad, tecnologías cuánticas, gobernanza del dato, normativa o tecnologías emergentes, valorándose formación específica en alguno de estos ámbitos.
• Capacidad para traducir datos e indicadores en mensajes claros, visuales y accionables para distintos públicos.
• Capacidad analítica, estructuración de contenidos y generación de propuestas, con orientación a convertir información en recomendaciones accionables.
• Capacidad demostrada para trabajar con múltiples agentes, generar ideas, dinamizar iniciativas y aportar visión estratégica.
• Iniciativa, autonomía, energía y flexibilidad operativa, combinando ambición, realismo, humildad y orientación a la ejecución.
• Nivel alto de inglés para el seguimiento de tendencias internacionales, informes y relación con agentes externos. Se valorará positivamente el conocimiento de euskera.
