The role

Do you have experience as a technical pre-sales specialist and in software development tenders for the Public Administration? If so, we are looking for you!

Act as a bridge between the business and the technical capabilities of ICATd: identify opportunities in the Public Sector, lead the response to tenders and SDAs, define viable technical solutions and accompany the client from the first contact until the start of the project. The profile combines equal parts knowledge of the public contracting environment and technical expertise in software development projects.

What you'll do

  • Identify and analyze opportunities on public platforms: PLACE, PLACSP, contractor profiles of AGE agencies.
  • Interpret and break down technical and administrative specifications (PPTP and PCAP): scope, award criteria, solvency requirements, penalties and special execution conditions.
  • Draft the complete technical offer: descriptive report, methodology, planning, proposed team, improvements and evaluable criteria.
  • Coordinate with internal teams (Architects, PMs, Engineers) to ensure that the proposal is consistent with the actual delivery capacity.
  • Prepare the economic sizing: effort estimation, team composition, cost structure and margin.
  • Manage administrative documentation: DEUC, responsible declarations, UTE if applicable, guarantees.
  • Participate in requirement gathering meetings with the client before formalizing a proposal or tender.
  • Prepare concept demonstrations and executive presentations tailored to the interlocutor (technical or managerial profile).
  • Define the high-level architecture of the proposed solution, in coordination with the Software Architects of the team.
  • Evaluate the technical feasibility and risk of opportunities before deciding whether to participate or not.
  • Keep the catalog of services and capabilities of ICATd up to date for reuse in proposals.

Client and business relationship

  • Build and maintain relationships with key interlocutors in AGE agencies: TIC area managers, project managers, procurement units.
  • Accompany the Account Manager in strategic meetings with the client, providing technical vision.
  • Detect opportunities for expansion in ongoing projects: upselling, new lots, renewals.
  • Represent ICATd at industry events, AGE conferences and public-private networking spaces.
