IT Presales Manager HP&S

We are looking for a Senior Presales and Business Development profile specializing in Public Administration to join our team in Seville. The selected person will lead presales activities for public sector opportunities, participating in the definition of offering strategies, the preparation of technical and economic proposals, the analysis of tender specifications, and business development.

It is essential to combine solid experience in Public Administration with the ability to understand technological solutions and collaborate with specialized teams in digital transformation, cloud, data, artificial intelligence, automation, cybersecurity, and enterprise platforms.

The candidate will act as a link between the client, the business, and technical teams, transforming functional needs and public procurement requirements into competitive and differentiating value propositions.

Duties

• Lead presales processes and responses to public sector tenders.
• Analyze technical and administrative tender specifications, identifying requirements, risks, and opportunities.
• Build value propositions based on technological solutions for the modernization of public services.
• Coordinate architects, technical specialists, and commercial teams for the preparation of technical and economic offers.

Essential requirements

• Minimum 7 years of experience in presales, business development, or bid management for Public Administrations.
• Experience in public tenders and competitions.
• Experience in public procurement and the preparation of technical and economic offers.
• Experience coordinating technical and commercial teams during presales processes.
• Ability to understand technological solutions and translate them into value propositions for public sector clients.
• Experience participating in opportunities related to digital transformation, cloud services, data & analytics, artificial intelligence, process automation, enterprise platforms, or cybersecurity.
• University degree.
• High level of Spanish.
• Intermediate level of English.

Buscamos un perfil Senior de Preventa y Desarrollo de Negocio especializado en Administración Pública para incorporarse a nuestro equipo en Sevilla. La persona seleccionada liderará actividades de preventa para oportunidades del sector público, participando en la definición de estrategias de oferta, elaboración de propuestas técnicas y económicas, análisis de pliegos y desarrollo de negocio.

Es imprescindible combinar una sólida experiencia en Administración Pública, con capacidad para comprender soluciones tecnológicas y colaborar con equipos especializados en transformación digital, cloud, data, inteligencia artificial, automatización, ciberseguridad y plataformas empresariales.

El candidato actuará como nexo entre cliente, negocio y equipos técnicos, transformando necesidades funcionales y requisitos de contratación pública en propuestas de valor competitivas y diferenciadoras.

Funciones

• Liderar procesos de preventa y respuesta a licitaciones del sector público.
• Analizar pliegos técnicos y administrativos identificando requisitos, riesgos y oportunidades.
• Construir propuestas de valor basadas en soluciones tecnológicas de modernización de servicios públicos.
• Coordinar a arquitectos, especialistas técnicos y equipos comerciales para la elaboración de ofertas técnicas y económicas.

Requisitos imprescindibles

• Mínimo 7 años de experiencia en preventa, desarrollo de negocio o gestión de ofertas para Administraciones Públicas.
• Experiencia en licitaciones y concursos públicos.
• Experiencia en contratación pública y elaboración de ofertas técnicas y económicas.
• Experiencia coordinando equipos técnicos y comerciales durante procesos de preventa.
• Capacidad para comprender soluciones tecnológicas y trasladarlas a propuestas de valor para clientes del sector público.
• Experiencia participando en oportunidades relacionadas con transformación digital, servicios cloud, data & analytics, inteligencia artificial, automatización de procesos, plataformas empresariales o ciberseguridad.
• Grado universitario.
• Nivel alto de español.
• Nivel intermedio de inglés.
