What we're looking for

  • Essential Knowledge and Professional Experience
    • Minimum of 6 years of experience in payroll coordination or a similar role, preferably in an international and multi-cultural environment.
    • Strong knowledge of payroll processes, employment laws, and compliance standards
    • Proven experience managing and leading a team, including workload allocation, prioritization, performance management, and professional development.
    • Experience managing employee queries and requests related to payroll, personnel administration, compensation, benefits, and HR processes.
    • Experience in HR within research or academic institutions.
    • Excellent verbal and written communication (Spanish, Catalan and English).

    • Advanced skills in Microsoft Office, especially Excel.
    • Familiarity with ERP systems and payroll software.

The role

Job title: Payroll and HR Administration Manager

The Human Resources (HR) team at BSC is seeking a Payroll and HR Administration Manager to lead and oversee payroll and personnel administration processes, ensuring high-quality service, operational efficiency, and compliance with internal policies and legal regulations. Reporting to the next-level manager overseeing HR and Labour Relations, this role will be responsible for managing the monthly payroll in collaboration with the external payroll service provider, leading and managing the HR Officers responsible for personnel administration, addressing employee queries and requests, and supporting the development and implementation of HR policies and processes.

What you'll do

  • Payroll Management:
    o Lead and oversee the monthly payroll process in collaboration with the external payroll provider, ensuring accuracy, quality, compliance, and timely delivery.
    o Validate payroll calculations and ensure compliance with legal and organizational requirements.
    o Oversee and resolve payroll-related queries from employees, ensuring timely, accurate, and consistent responses.
    o Lead and manage the daily activities and workload of the HR Officers within the personnel administration team.
    o Set priorities, allocate responsibilities, monitor performance, and ensure the team adheres to deadlines and meets operational goals efficiently.
    o Ensure continuity and quality of service across payroll and personnel administration processes.
  • Personnel Administration:
    o Oversee the preparation and management of employment contracts, contract renewals, and terminations, ensuring legal and procedural compliance.
    o Ensure the accurate and timely input and management of HR data in the ERP system.
    o Oversee the provision of support to employees and managers regarding personnel administration matters, ensuring queries and requests are handled effectively.
    o Ensure timely and accurate reporting of personnel administration KPIs and monitor the quality and efficiency of the team's service delivery.
  • HR Advisory: Act as a primary advisor to Group Leaders and Managers on HR policies, processes, and compliance matters. Provide guidance on compensation, benefits, personnel administration, and other HR-related issues. Support managers in resolving employee-related queries and requests within the scope of the role.
  • Policy and Process Improvement: Support the the next level manager in designing and implementing HR policies related to payroll and personnel administration. Lead and coordinate process improvements within the team, identifying opportunities to increase efficiency, quality, and employee experience, and ensure best practices are implemented consistently.
  • Compliance and Reporting:
    o Ensure compliance with legal and organizational standards in payroll and personnel administration.
    o Monitor risks and ensure appropriate controls are in place across payroll and personnel administration processes.
    o Prepare regular reports and analyses related to payroll and personnel costs to support budgetary planning and decision-making.
    o Provide the next-level manager with relevant insights on team performance, operational matters, and areas for improvement.

  • The position will be located at BSC within the Management Department

  • Duration: Open-ended contract due to technical and scientific activities linked to the project and budget duration

Hiring process

All applications must contain:

  • A cover/motivation letter with a statement of interest in English. Applications without this document will not be considered.

The selection will be carried out through a competitive examination system ("Concurso-Oposición"). The recruitment process consists of two phases:

  1. Curriculum Analysis: Evaluation of previous experience and/or scientific history, degree, training, and other professional information relevant to the position. - 40 points
  2. Interview phase: The highest-rated candidates at the curriculum level will be invited to the interview phase, conducted by the corresponding department and Human Resources. In this phase, technical competencies, knowledge, skills, and professional experience related to the position, as well as the required personal competencies, will be evaluated. - 60 points. A minimum of 30 points out of 60 must be obtained to be eligible for the position.

The recruitment panel will be composed of at least three people, ensuring at least 25% representation of women. An external recruitment consultancy will participate in the panel.

In accordance with OTM-R principles, a gender-balanced recruitment panel is formed for each vacancy at the beginning of the process. After reviewing the content of the applications, the panel will begin the interviews, with at least one technical and one administrative interview. At a minimum, a personality questionnaire as well as a technical exercise will be conducted during the process.

The panel will make a final decision, and all individuals who participated in the interview phase will receive feedback with details on the acceptance or rejection of their profile.
