Public Tenders Specialist Technician (Construction and Civil Engineering)

About the position and our client

At ConfiARTE, we are managing the selection process to directly incorporate a Public Tenders Specialist Technician into the workforce of a major business group in the construction and civil engineering sector located in Seville.

We are looking for a technical profile specialized indispensably and exclusively in the integral cycle of public procurement. Your main mission will be the detection, study, preparation, and layout of competitive proposals for public building and infrastructure tenders.

What you'll do

Your main responsibilities

Detection and monitoring of opportunities: Daily tracking in the Public Sector Procurement Platform (PLACSP), regional tenders (PLAPAG, Junta de Andalucía), and local tenders.

Exhaustive analysis of tender specifications: Detailed study of PCAP and PPT, evaluating technical solvency requirements, business classification, economic viability, and construction constraints.

Drafting of technical reports: Complete preparation of technical documentation, construction processes, descriptive reports, improvements, and work schedules (Gantt/PERT in MS Project).

Economic study and measurements: Measurements from blueprints, price schedules, breakdowns, and valuation of indirect and direct costs using Presto or equivalent software.

Administrative management and submission: Processing of solvency documents, certificates (AEAT, Social Security, ISOs), guarantees, preparation of the digital envelope, electronic signature, and formal submission.

Monitoring and post-tender: Attention to rectification requests, technical clarifications, analysis of procurement boards, and support during the award phase.
