Proposals Project Manager

• University degree in Engineering (Civil, Environmental, Chemical, Industrial, or similar), Project Management, or related fields. Financial training is a plus.

• Professional proficiency in English (C2 level).

• Minimum of 5-10 years of experience in infrastructure project development or project management, preferably in the water sector.

• Experience coordinating complex, multidisciplinary, and international teams.

• Previous experience with public-private partnership (PPP/P3) models or large public investment programs will be highly valued.

• Strong knowledge of water treatment processes (SWRO desalination, potable water, and wastewater treatment) will be highly valued.

• Ability to interpret engineering documentation, schedules, WBS structures, project scopes, and financial inputs.

• Knowledge of permitting, regulatory, and environmental assessment processes will be valued.

• Autonomy, leadership, stakeholder management skills, and cultural adaptability.

We are currently looking to hire a Proposals Project Manager in Madrid, who shares our commitment to quality, excellent service, and responsibility.

• Coordinate multidisciplinary project teams (engineering, environment, legal, financial, commercial, construction, and operations & maintenance).

• Provide support across all phases of the project life cycle: feasibility studies, RFQ/RFP preparation, pre-construction, development, and early execution phases.

• Ensure the timely preparation, consolidation, and submission of technical and commercial deliverables.

• Monitor project schedule, risks, budget, and milestones.

• Act as Sacyr's primary representative with partners, clients, advisors, public administrations, and other stakeholders.

• Develop and maintain strategic relationships with utilities, regulatory bodies, institutions, and potential partners.

• Coordinate the work of external consultants in the technical, environmental, financial, legal, and communications areas.

• Participate in the review of process designs, treatment capacities, mass balances, performance guarantees, and regulatory requirements.

• Collaborate on the preparation and review of contractual documents, scopes of work, bids, risk matrices, and procurement strategies.

• Ensure compliance with international best practices in the sector, client requirements, and applicable regulatory frameworks.

• Prepare progress reports, meeting minutes, decision records, and internal presentations.

• Participate in internal governance processes, such as bid approvals and project reviews.

Market Intelligence and Business Development

• Identify business opportunities in the U.S. water concessions market under PPP/P3 models and in other strategic regions.

• Support the early-stage evaluation of opportunities, potential partnerships, and consortium structuring.

• Represent Sacyr at industry events, meetings, and specialized forums when required.
